[CarbonTracker] CT2019 revocation

Greetings,

Yesterday we discovered an issue with CT2019. The gridded molefractions, ObsPack samples, and gridded fluxes are not the average from two different inversions as intended, but rather are the results from only one. It is straightforward to fix this problem, and revised results should be available within a week or two. Unfortunately, we will have to revoke CT2019 and release the revised results as CT2019B. I will send out another announcement when that product is released.

We have turned off direct ftp access to CT2019 results. I strongly recommend that anyone using CT2019 mole fraction fields or gridded fluxes halt this analysis until revised results are available.
