[Mailman] host a new list?

Hi Derek,

So far so good, I have been changing settings.  I have not added all the
members yet.  Is this correct for mass subscribing?

FYI.  These are the correct number of current members for each group.

   - ptws_tnc - 97 members
   - ptws_twfp_ntwc - 233 members
   - caribe_tnc - 122 members
   - caribe_twfp_ntwc - 196 members
