[Mailman] Request for new email list

[Philip Hall - NOAA Federal]

Hi,
I'd like to request a new email list for "uncrewed systems project
updates".  We are currently managing a list with over 80 members and it
would be much preferred to use an email list where members in self opt-in
and opt-out.  Ideally the list would be managed by uas.oar at noaa.gov
