[Open.ogc] Status of services.ogc.noaa.gov during shutdown

Resources that run at the NOAA Web Operation Center will remain running
unless directed other wise by the Line Offices / Program Offices.  Note,
that WOC does not provide any direct support for your users.  If the
services requires support and this is not an exempted services and/or your
office does not have an exempt employee to maintain the services, it is
your office responsibility to take appropriate government shutdown
activity.  Refer to "Shutdown Guidance for NOAA's Web Assets."

Note, programs are responsible for taking these actions and informing NOAA
Web Operation Center.
