[Open.ogc] Status of services.ogc.noaa.gov during shutdown

Hi all,

Based on that guidance, it should be able to be left online but in 
unmaintained status, if the WOC can be designated as the POC for 
unplanned issues.  This info has been added to the NOAA Google Doc.  I 
added the text to the main points of entry (which are OGC WMS/WFS/WCS 
service endpoints).  See:
