[Open.ogc] WOC Open Street Map service

Thanks Scott.  I actually was trying to make the style file close to
google's so that the osm map wouldn't be too far from what the users
were use to .  I haven't updated the map since 2012. I was planning on
if we keep it operational the maps would be updated every 4 months.
