[Open.ogc] Data source mysteriously disabled

They should automatically be enabled when the service (ie Tomcat) is 
restarted.  It's possible they would be disabled though if the 
PostgreSQL listener wasn't already started as Tomcat started.  That's 
the only explanation I can think of.  Looking at the Web admin console 
now, I can see that they're all disabled, except for 'nmfs_st' and for 
some reason 'nws_ahps'.

Erwin, if you want to look around at all, go ahead.  Otherwise, could we 
do a restart of Postgres and then Tomcat to see if they all start up 
'enabled' as they should?
