[Open.ogc] Data source mysteriously disabled

Ok, I see they're all enabled now. Something to note for a future
restart of these services if there's an outage. GeoServer will do a
check to make sure it can talk to Postgres. Unfortunately, it seems to
be a one-time thing that if it fails leads to what we saw. Thanks for
