Summary:                    Page loaded time is not updating
Description: 
Time is stuck at 06 minutes after the hour.  Upon investigation, the format
string is using "m" (numeric month) instead of "i" (minutes with leading
zeros).  

wcaws/trunk/common_site/Zend_AWC/AWC/Application/View/scripts/PageLoaded.phtml

needs to be modified and a new common_site tag needs to be created for the
next release.

Summary:
The wrong time indicator was used. Changed to the correct one.

Technical Impact:
none: Using proper time format.

User Impact:
The bottom of the page will show minutes in the timestamp.

Testing:
Make sure the minutes increment at the bottom of the pages.
