Description: 
See the email included below.  It is true that we do not state that the
heights are in "thousands of feet ... MSL".  Most pilots and METOCs know
that, but maybe we should add that.  Maybe in the table below the image?

Tim,  Please provide the meteorological interpretation necessary for a key
and translation.  Then LST can implement your solution on the web site.

1) Replacement Splash (355 x 581)
2) Replacement legend.gif (110 x 650)
3) legend_expanded.gif (245 x 650)
4) legend_expandedII.gif (245 x 650)

Replace old splash overlay
Replace legend.gif
Add legend_expanded.gif that will swap with legend.gif when clicked
legend_expandedII.gif is added in case the above expanded legend doesn't
look great in the final product with the shading in image.

Summary:
Updated the legends and the splash image on the GAIRMET page.

Technical Impact:
New images. Minimal edits to get the new images to appear.
User Impact:
More information is available in the legend.

Testing:
/products/gairmet, click on the legend and a new expanded image with more
detail appears. The splash gif has been replaced with one without a date.
