Summary:                    NAM Wind/Temps charts wind barbs too thin
Description: 
Found issue with eta_plot.ncl file to increase number of wind barbs, needed
to change a "seed" number for filtering wind barbs.  change value from 5 to
3.  Needs to be implemented 6/19

User impact: low-medium - users will see an increase in the number of wind
barbs displayed on the 24-84 hour wind/temps charts
System impact: none.
Test plan:
navigate to http://www.aviationweather.gov/adds/winds and select a
forecast time 24+ hours out.  Number of wind barbs currently in production
are not enough.  When update is installed, they will be more in line with
the RAP files (00-18 hour forecast files).
