Summary:                    WEBRequest: Redirect from Expired FDWinds page to
the current FBWinds
Description: 
FDWinds had been replaced by the FBWinds quite some time ago.  We still
have a page  depicting FDWinds:
http://www.aviationweather.gov/products/nws/fdwinds/
which is also now "broke".  

Place a redirect to:
http://www.aviationweather.gov/products/nws/winds/

and set a future date to remove the page entirely.

message then redirect to
http://www.aviationweather.gov/products/nws/winds.
