Summary:                    WORK PKG: ECFP Phase 2 : Add product legend to web
page
Description: 
Users have reported confusion about not having a legend that describes how
to interpret the product.  This work package addresses this need.  Please
add a legend to the ECFP web page.  The legend should show up on the
expanded image after the user clicks, similar to how CCFP currently works.
