[Woc-notify] Update for this evening's maintenance in SSMC3

Building three on the Silver Spring Campus (SSMC3) will be undergoing 
critical repairs to power wiring, from 11pm on 7/20 through 5pm on 7/21, 
due to damage done by the recent fire. As a result, all equipment in the 
SSMC3 building will begin powering down at or about 9pm on Friday 7/20 
and will not be back in service until 7pm on 7/21. While the WOC is 
geographically redundant, and the MOC is now using the Google Cloud for 
email service, the NOC will experience some extended network 
connectivity outage. Quite aside from the impact on the ITC, it is 
highly recommended that all systems that rely on the NOC coordinate the 
impact of this outage with NOC personnel, or contact their NOAA 
Infrastructure Operations Coordination Committee (IOCC) representative. 
For the ITC, the Finance TLS circuit and WAN connectivity should remain 
up, but internet access both to and from the ITC may in some cases be 
down. Many ITC users could lose connectivity to their systems for at 
least 17 hours.

Impact of the July 20 power outage on the OCIO MPLS network:

Since we are in the middle of migrating the MPLS sites to TCN, the
impact on each site will be different:

SSMC:
- Silver Spring circuit will be down due to the power outage.
- Access to the financial applications will be available during the outage.

Seattle:
- Circuit will be up and should be able to reach the MPLS OCN sites over
the MPLS (Boulder and ITC)
- Seattle should be using their onsite campus connection to get to the
financial applications at OKC

Boulder:
- Circuit will be up and should be able to reach the MPLS OCN sites over
the MPLS (Seattle and ITC)
- Boulder should be using their onsite campus connection to get to the
financial applications at OKC

ITC:
- Circuit will be up and should be able to reach the MPLS OCN sites over
the MPLS (Seattle and Boulder)
- ITC should be using their connection to SSMC to get to the financial
applications at OKC

Norfolk:
- Circuit will be up and should be able to reach the MPLS TCN sites
(Kansas city)
- Access to financial applications will not be available during the outage

Kansas city:
- Circuit will be up and should be able to reach the MPLS TCN sites
(Norfolk)
- Access to financial applications will not be available during the outage
