[Woc-notify] [Ncep.list.ncepoutages] NSOF to NMIC circuit outage

Hi

There is an high level outage that is currently impacting the AFWA to TOC
connection. [ NSOF to NMIC (AFWA)]

AFWA reported that they are working to get this issue resolved.

SISB will continue to monitor and update.
