[Woc-notify] [Ncep.list.ncepoutages] Network Outage - Primary 10Gig from Reston to Orlando

@ 05:00Z The primary 10gig circuit from Reston to Orlando failed.
Operational traffic is utilizing the backup 10gig path.  The NCEP NOC
has opened up an investigative ticket with Centurylink to determine the
RFO.  Ticket #11160519  We will send out any needed updates.
