[Woc-notify] Fiber Connection to OCN is Down : SS, OMAO, Colesville RD location.

Sean,

I tried to call David but the number  I got from Gmail isn't working
(301-713-3333
ext 192).

The fiber providing the OCN connection to the OMAO HQ is down.

We created a ticket with the vendor. However, we would like to know if the
RFO is internal to NOAA to avoid an unnecessary tech dispatch.
