[Woc-notify] [Ncep.list.ncepoutages] NAVO Circuit Outage

Our NAVO circuit Went down for approx.41 minutes. Network team has
contacted DCCC and requested an RFO. DCCC *Ticket # 1532901* has been
created to track this outage.

The Circuit has been restored.
