[Woc-outages] RESOLVED: WOC Norman Site Event 2018-06-04

Problem:
On 2018-06-04 at ~03:00 ET, the WOC began experiencing network connectivity
problems with our Norman, OK data center.

Impact:
Replication of data to the the Norman, OK data center is unavailable at
this time. All other services are functioning properly.

Resolution:
Network connectivity was restored by 12:00 ET on 2018-06-04 and all
services were restored ~09:00 ET 2018-06-05.
