[Open.ogc] What has changed with this WMS request?

Jeff,

If they intended EPSG:4326 to not be available, that would be very
strange, because it used to work.  Why would someone take away one of
the most common SRS of all?   I have a feeling something is wrong on
the provider side, and not just the capabilities document.
