[Open.ogc] What has changed with this WMS request?

Rich,

The Capabilities XML for this WMS 
(http://osm.woc.noaa.gov/mapcache?service=wms&request=getcapabilities) 
has three spatial reference systems, including EPSG:4326, listed in a 
parent layer but only two listed in the 'osm' layer. Nested layers can 
only add to, not subtract from, the list of SRS common to *all* layers 
below the parent. However, perhaps the intent of the server owner was to 
indicate that EPSG:4326 is not available.

Also, mandatory LatLonBoundingBox is not provided. Root layer has a 
<Name> but appears only to be a container rather than an actual map 
layer (should only have a <Title> in that case).
