[Open.ogc] OSM WOC Topograph(Terrain) Layer

Perhaps NCEI-Boulder (former National Geophysical Data Center) offers a 
topography layer that can readily be added to Open Street Map. See
  http://www.ngdc.noaa.gov/mgg/global/global.html
