change data flow to have RAP extensions instead of RUC.

removing eta php code and images (stale code)

System Impact: Low 
User Impact:  Medium.  bookmarks set to the ruc page will be redirected to
rap page.  Rap page will now say "RAP" on all images instead of "RUC".  NAM
map will have link to RAP page instead of RUC.

Test plan:
Go to www.aviationweather.gov/testbed
1.  Verify there is no "Ellrod (RUC)" link
2.  Click on "Ellrod (RAP)" link.  Mouse over time steps to verify data is
available.
3.  Click on NAM link on top of map and make sure there is a "RAP" link at
the top of the NAM page and it goes to the RAP page
4.  Navigate to www.aviationweather.gov/exp/ellrod/ruc and verify you get
redirected to the RAP page
