Summary:                    Update GTG thresholds
Description: 
Update GTG thresholds.  GTG displays under-reporting turbulence.  Updated
thresholds received from NCAR 5/31/12.  Target installation date 6/12/12. 
Effects content generation.  No system impact.  Minimal user impact.

Test plan:
Installed on development system 
navigate to http://www.aviationweather.gov/adds/turbulence/turbnav before
implementation, then after implementation and verify GTG images show more
areas of turbulence.  

User Impact: Low - user will see more areas of turbulence on GTG images
System Impact: None
Fallback plan: revert to previous adds site tag
