Description: 
The upcoming changes (image matrix reorientation, light box replacement,
etc.) are significant enough to warrant an online advanced user
notification.

At the top of the ECFP page, post this message:

"Check out the new ECFP layout to be released soon.  Please visit the
Contact Us page to provide comments."

The "new ECFP layout" text should be a link to the bCAWS ECFP page.

The "Contact Us page" text should be a link to
http://www.aviationweather.gov/feedback.

1. Go to /products/ecfp/
2. Verify new verbiage starting with "Check out the new ECFP layout..." is
visible at the top of the page under the heading.
3. Verify that the link for "send comments" goes to
http://www.aviationweather.gov/feedback/
