"FYI/HELP" link.  It sends you to http://www.aviationweather.gov/info and
you should go to
http://www.aviationweather.gov/products/ncwf/info

Whatever our next release is, this ticket needs to go on it.  Simple change
to the url to the info page.

modify a link for the info page from "info" to "/products/ncwf/info"

System impact: none
User impact: medium users will be able to get to the info page again.
Test plan:
go to http://www.aviationwether.gov/products/ncwf and click on the
FYI/Help link.  Verify you get the info page for NCWF and not a "Page Not
Found" error
