Update from N-Wave:

Participant NOAA-Fairmont is now available. Vendor technicians have
corrected the initial outage and the subsequent loss of 4-6db after
correction. 3ROX Engineers worked with their provider to isolate the
cause of this loss as an unknown fiber disturbance and reset the card
in FAIR to restore previous levels. No further outages or losses are
anticipated.

Outage Description:
NOAA NOC link to Fairmont WV over N-Wave is down.

Impacted Area:
NOAA Silver Spring connectivity to SOC in Fairmont, WV.
