Summary:                    Oceanic SIGMET issued by PHFO (Backing AWC up) did
not plot
Description: 
Honolulu is backing up the AWC today (July 12).  They issued a SIGMET for
TC Emilia (see SIGMET below).  It did not plot on the AWC Oceanic SIGMET
page (http://www.aviationweather.gov/products/sigmets/intl/).  Richard
Douglass indicated the format may be non-standard.

We need to figure out why it didn't plot.  If it's a format issue maybe
Matt can escalate the issue to try to get them to follow the standard.
