[Woc-notify] NOC Outage - ITC losing power

Outage Description:
The ITC has experienced a power failure, and the generator seemed to be
unable to support the load.
The ITC is now safely on generator power, but street power is still
missing.
The cause of the outage is being investigated

Traffic to and from ITC
