[Woc-notify] Update: ITC losing power

AT 16:20 the ITC lost street power for its high-voltage service.

Initial diagnosis is that a power transient during this failure caused 
two of the three PDU's supplying power to the computer room to suffer a 
flipping of their main breakers.

Most computers at the ITC suffered a power outage.

All PDUs have been restored, and the ITC is now on generator power.

Pepco is unable to supply an ETA on the outage.

ITC staff are working to restore the servers.
