[Woc-notify] Update- Re: ITC unknown outage

Update on the ITC power event.

At this time, ITC staff have determined that:

1) Street power did not fail
2) No fuses in the main fuse panel blew
3) The UPS saw no power events
4) The generator was never started

However, the main PDU for the computer room had its main breaker fail. 
Causing most systems at the ITC to suffer a service interruption.

The only visible explanation appears to be that an HVAC technician was 
here, and at the time of the event, was working on the main HVAC unit 
for the computer room. Something done during that service probably 
caused a short or spike that defeated the main PDU circuit breaker.

ITC staff are working diligently to restore the ITC systems to service. 
Further updates will be forthcoming as systems are brought back online.
