[Woc-notify] 2nd Update- Re: ITC unknown outage

As a follow up to yesterday's event, the ITC has this update

As best we can determine, an accidental discharge by the HVAC technician 
caused the Emergency Power-Off (EPO) circuit in the PDU to fire.(See 
diagram below.) This update does not reflect any new events, nor require 
any additional action on your part, it is provided for informational 
purposes only.
