[Woc-notify] Intermittent Internet problems

The FRGP engineers have stated that Internet2 appears to be having
problems in Chicago. As a result, the peering session between the
FRGP and Internet2 in Chicago was taken down so traffic is now flowing
over the 100G FRGP Internet2 connection in Seattle. This has solved
some problems, but some traffic that is transiting the Internet2
network in Chicago is still experiencing problems. More updates as we
learn them.
