[Woc-notify] Intermittent Internet problems

Latest update from FRGP.

STATUS NOTIFICATION

I2 has localized the problem to a router card. They moved our traffic path onto different card, and we have reactivated the BGP session to Chicago. There may be a brief interruption in the path later tonight when I2 re-establishes the original path.
