[Woc-notify] [Ncep.list.ncepoutages] Orlando to Reston Primary Circuit Down

Worked with CentryLink to reset the interface te1/1 with no luck.  There
are no errors on te1/1.  CentryLink is contacting the Local Exchange to
trouble-shoot.  Ticket #69033.  I will send updates as available.
