Summary:                    Updates to HEMS
Description: 
Small updates to HEMS code prior to it going live on May 4.

doc-root/javascript/hemst.js - Changed hazard default to warn to prevent load
issues with displaying all NWS hazards.
application/modules/default/views/scripts/hemst/index.phtml - added C&V
disclaimer page to HEMS index page.

Other small changes:
doc-root/gis/scripts/GateVerJSON.php - Add Gate forecast verification JSON
script for NCAR
doc-root/gis/scripts/SigmetJSON.php - Fixed issue where no SIGMETs output when
specified with no options.  The default should have been all but it's none. 
This fixes that issue.
doc-root/gis/scripts/tc.php - Fixed timing issue with radar imagery.  It was
always showing images that were 10 minutes old, not current.
