DESCRIPTION:           Participant NOAA-Boulder/ESRL (Long Path) was unavailable due to
                       unannounced
                       maintenance being performed by FRGP's vendor to splice fiber in Wyoming.
                       This is the 2nd of 3 maintenance windows. The 1st window was tracked
                       in outage ticket
                       3723:120. The 3rd maintenance window will be tracked in maintenance
                       ticket 3732:120. 
                       BiSON participants are using the west side (short path) of the BiSON
                       ring during the unannounced maintenance.
                       This window has been completed and no further outages are expected.
