[Woc-notify] [Ncep.list.ncepoutages] Reston Primary Circuit Ping and route flags

Hi,

SDM called and notified ping and route flags on our primary circuit from
Reston to Orlando.
The circuit flapped and is now stable. This was under a scheduled Century
Link maintenance # 114984. We might see more red flags during the
maintenance.

No operational impact was observed at this time,

SOE Calender has been updated.
