[Woc-outages] RESOLVED: WOC Norman Site Event 2018-06-08

Problem:
On 2018-06-08 at ~02:15 ET, the WOC began experiencing network connectivity
problems with our Norman, OK data center.

Impact:
Replication of data to the the Norman, OK data center is unavailable at
this time. All other services are functioning properly.

Resolution:
A failed server was rebooted and all services were restored ~14:30 ET
2018-06-08.
