[Woc-outages] WOC Boulder Site Event 2018-06-17

Problem:
On 2018-06-17 at around 1:55pm ET, www.wpc.noaa.gov began experiencing
intermittent HTTP errors.

Impact:
- From around 1:55pm to around 2:10pm, www.wpc.noaa.gov experienced
intermittent HTTP errors.
- From around 1:55pm to around 4:00pm, replication of www.wpc.noaa.gov to
the Boulder data center was interrupted.
- For a brief time around 3:30pm, all replication to the Boulder data
center was interrupted.

Resolution:
A filesystem in Boulder had errors. These were resolved and service was
restored.
