[Open.ogc] Test map with national data and 4-category indicators

I think at one point we opened up the https:// listener outside of known
NOAA ip space for all but the known paths that require login (like the one
you are trying to access /web),  but it looks like that might have reverted
back.  Could that be related to this issue?
