[Open.ogc] Test map with national data and 4-category indicators

Is it more than a coincidence that NOAA was having ldap problems in the
last few days?

The other thing I noticed when I log in, is that the security check
(j_spring_security_check) takes around 20.0x secs. I thought that sounds
like a timeout somewhere but every now and then the security check takes
about 15.0x secs.
