[Woc-notify] Power restored, was: ITC losing power

At approximately 19:00, power from Pepco appears to have been restored.
However, once again, the transient associated with the power outage blew
a fuse in the main ITC service panel. The fuse was replaced, and at
approxiamtely 19:45 the ITC transitioned from generator back to street
power. Network connectivity has been re-established, and most servers
are up and functioning.
